🔴 Russia and Interpol: Is the International Legal System Becoming an Instrument of Repression?


📘 In this week’s issue of the journal Jurista Vārds (15.07.2025, No. 28 (1498)), an opinion article by Aleksejs Jeļisejevs, senior lawyer at CORVUS and doctoral student at Turība Business School, has been published: “Russia Is Abusing Interpol for Its Own Interests.”

🔍 The article focuses on the practice of Interpol’s Commission for the Control of Files (CCF) to make decisions based on oral testimonies from authoritarian regimes, even when those testimonies may have been obtained through torture or threats.

⚠️ This approach creates significant risks:
▪️ standards of evidence quality and verifiability are ignored;
▪️ applicants are denied the opportunity to defend themselves;
▪️ Interpol becomes an instrument of politically motivated persecution.

📊 Russia submits 48.2% of all public “Red Notices” to Interpol. In comparison: USA – 3.6%, China – 0.4%. This is not coincidental – it is a structured mechanism.
